You have the ring. You have the venue (maybe even one of the hidden gems we told you about). Now you need the most important piece of paper in the wedding planning puzzle: the Marriage License.
Without this, there is no wedding. No video. No "I do."
At Tickle Tree Studios, we have seen couples panic because they miscalculated the timeline for this document. We don't want that for you. The process in Dumaguete City is straightforward if you know what to expect.
Here is your guide to navigating the Local Civil Registrar without the headache.
Before you even step foot in Dumaguete City Hall, you need your paperwork sorted. Missing one document means a wasted trip.
The Non-Negotiables:
Birth Certificate: You need a certified true copy from the PSA (Philippine Statistics Authority). If it is blurry or unreadable, get a new one.
CENOMAR (Certificate of No Marriage): This proves you are single. It is valid for 6 months. Do not get this too early, but do not get it too late. Order it online via PSA Helpline to save time.
Valid IDs: Bring government-issued IDs that show your current address.
Community Tax Certificate (Cedula): You can get this at the City Treasurer’s Office or your local Barangay Hall.
ID Photos: Bring a handful of 1x1 and 2x2 ID photos. It is better to have them and not need them.
The "Age" Rules (Crucial for Gen Z Couples): Philippine law is strict about age.
Aged 18-20: You need Parental Consent. Your parents must appear personally to sign a document saying they approve of the marriage.
Aged 21-24: You need Parental Advice. This is a written statement that your parents are aware of your intent to marry.
Aged 25 and up: You are free to clear this requirement on your own.
Head to the Office of the City Civil Registrar at the Dumaguete City Hall compound.
Step 1: The Application Form Go to the marriage division window. Ask for the Application for Marriage License. Both of you need to fill this out. It asks for details like your parents' names and citizenship. Be accurate. A typo here creates a typo on your legal marriage contract.
Step 2: The Interview & Submission Submit your filled-out forms and your stack of requirements (Birth Certs, CENOMAR, etc.) to the officer. They will review everything. They might ask a few questions to verify your information.
Step 3: The Fees Once your papers are checked, you will be given a slip to pay the fees at the City Treasurer's Office.
Application Fee: Approximately PHP 200.00.
Marriage License Fee: Approximately PHP 102.00.
Service Fee: Around PHP 50.00.
Note: Rates may adjust for 2025. Bring small bills and extra cash just in case.
Step 4: Pre-Marriage Counseling This is mandatory. You cannot skip it. The City Health Office or Population Commission (POPCOM/CPD) usually conducts this. It covers topics like family planning and responsible parenthood.
Pro Tip: If you are 25 or older, you might only need a certificate of attendance. If you are younger, the counseling session is often more in-depth. Ask the Civil Registrar for the specific schedule when you submit your papers, as sessions are often held on specific days (e.g., Thursdays).
This is the part that trips couples up. Once you submit everything and complete the counseling, you cannot get the license immediately.
There is a mandatory 10-Day Posting Period. Your names will be posted on the bulletin board at City Hall. This allows anyone with a legal objection (like a secret existing marriage) to come forward.
The Math: If you apply on the 1st of the month, the earliest you can get the license is the 12th (10 days posting + 1 day for release).
The Validity: Once issued, the license is valid for 120 days anywhere in the Philippines.
Do not leave this until the week before your wedding. We recommend applying two months before your date. This gives you a buffer for slow document delivery or unexpected holidays.
